Patricia informs us that there were two theme songs
used by Bergen:

Theme 1:
Edgar Bergen & Charlie McCarthy Show [Chase and Sanborn]
from the 1918 musical “Head Over Heels”
Composer: Jerome Kern

Theme 2:
Kingdom Comin’ (An’ De Year Ob Jubilo – 1862)
arranged like “Happy Days Are Here Again”
Composer: Henry C. Work (a civil war melody arranged by Ray Noble
used 10 years later in “Doodletown Fifers” by Sauter-Finegan)

I believe the song you have in mind is #2, which is best known
as “Year of Jubilo” and is an old civil war song.

I seem to remember this being whistled in a cartoon back
in my childhood days.
